0xC004F211 error after BIOS Update - New Hardware Reactivation instructions not working

So via searching I found a few help questions around I tried to follow the steps listed and still am not able to reactivate Windows 11 Pro after a BIOS update. (Gigabiyte BIOS update from 2023 to 2024 to handle the intel 13900k problem, which I thought had already been updated, but hadn't, so I did). Steps:1.
