0xc000021a reset (with files) or safe mode or automatic repair won't work

As the tile says, my PC wil restart, bluescreen, try automatic repair, fail and then I will get options like: continue to windows 10, troubleshoot, use a device, use another operating system.Safe boot just gets me another bluescreen and resetting with files also stops at one point which fails the restore, same with restore from backup.I'd rather not reset everything as I've got a bunch of sentimental stuff on here.
