0x80190193 = The client does not have sufficient access rights to the
requested server object. Cannot execute requested URL in the current
application pool IIS returns this error in some transient error cases
too such as 403.9 -- Forbidden: Too many clients are trying to connect
to the Web server.403.15 -- Forbidden: Client access licenses have
exceeded limits on the Web server.
It's possible that the MS Update sites are too busy ?
Advise you to check the hosts file and any *popup|ad blocking software*
to see if any of those are preventing access to Windows Update.
If an installed Toolbar contains a popup blocker, that may be the culprit.

Right click it, choose Properties, then click the Version tab
If the latest version of WUA is installed, it will be at 7.0.6000.374

Download and save the WUA for either x86 [32 bit] or x64 [64 bit]

Choose the proper download for the OS installed
SAVE both updates.
Install the Windows Update Agent first, then install KB927891.
Restart the system
