INTUNE devices often stucks on "pending"

Hi everyone,Why Intune functions sometime takes 10min to start working sometimes hours and sometimes even days. We have branches in different countries and if we need to prepare computer by re-useing it for new employee we use Intunes "Fresh start", but it works 4 times out of 10. (yes i'm aware that "Fresh start" needs to be run on active and not disabled user).The same thing with all other Intune functions - "Retire" "wipe" "restart" "scan" etc. Takes effect in minutes or days. Its frustrating..Is this configuration issue ? or is that suppose to be ?
