Any of the mouse hover not working when the pc boot up

Experts, please see which type of issue is this. When the pc is restarted or switched on, the first is the mouse doesn't work like you can see in the video below that the scrolling of two finger not working, 3 finger start menu and 4 finger notification all of them not working after successful bootup. When i i to control panel and click on mouse option, then every things start working. You can see in the video.
